Depends on what I am trying to do with a Chao. I will say that I tend to prefer complete sets on account of how unpredictable mixing is.

Considering that Silver is basically a recolor of Shadow, a silver colored Shadow chao probably does resemble Silver. Shiny white or shiny gray might be a better match for Silver's fur color though.
