The Sonic 3 & Knuckles level transitions actually kinda suck, at least some of them.
LEVEL TO LEVEL:
-Angel Island -> Hydro City
Completely believable
-Hydro City -> Marble Garden
Completely believable
-Marble Garden -> Carnival Night
Bonkers, area goes from day to evening to night in the span of 10 seconds
-Carnival Night -> Ice Cap
Even worse, somehow goes from complete darkness to morning. Not to mention some cannon blasts you to the top of a mountain (not gonna get started on Knuckles' teleporter)
-Ice Cap -> Launch Base
Somewhat believable if you don't think too hard about how Sonic managed to dig all the way there through the snow
-Launch Base -> Mushroom Valley
Believable with Sonic and Tails, unbelievable with Knuckles. Knuckles falls off of a pipe, you can see the lower background fade in, and next thing you know is he's falling into the lush green grass of Mushroom Valley
-Mushroom Valley -> Flying Battery
Believable, but makes you question how a blimp/airship managed to get through the leaves of the trees
-Flying Battery -> Sandopolis
Believable
-Sandopolis -> Lava Reef
Believable
-Lava Reef -> Hidden Palace -> Sky Sanctuary
Believable
-Sky Sanctuary -> Death Egg
How big was the jump from the top of the tower to the Death Egg?
-Death Egg -> Doomsday
How did tails get back to Earth?
ACT TO ACT:
-Angel Island
Believable
-Hydro City
Believable
-Marble Garden
Believable
-Carnival Night
Where'd the water come from?
-Ice Cap
Believable
-Launch Base
Believable
-Mushroom Valley
How does the forest change so quickly? Why does the satellite at the end change the colour scheme?
-Flying Battery
Believable
-Sandopolis
Believable
-Lava Reef
How does the lava cool so quickly?
The final levels are believable.
Still better than Mania's get-out-of-jail-free '**** we're outta ideas' Phantom Ruby
P.S: Anyone think Mushroom Valley is a swamp? Considering it is right next to Launch Base, which is close to Ice Cap, it's not hard to imagine water from Ice Cap being deposited into Launch Base, and the surrounding area being swamp-like. Also, since Sandopolis is nearby, it could be a similar situation to the Nile River or any body of water in dry areas.

Re: S3&K transitions are kinda dumb
In the Advance games the characters escape Eggman's space stations by jumping to Earth like it's no big deal; otherwise, I could see Tails escaping by turning into Super Tails, if we are willing to assume Super Tails is canon.
Flooding from when Angel Island fell out of the sky.-Carnival Night
Where'd the water come from?
I always assumed it was a weather control device. Sonic 2 was intended to feature time travel elements that would involve Zones changing to match different time periods or seasons, an idea that was more fully implemented in Sonic CD. The season changing in Mushroom Hill might be a relic of when a similar concept was planned for S3&K's zones.-Mushroom Valley
