The Master Emerald is a recurring plot device found in the Sonic universe.

History
The Master Emerald was known to allow a user to control the Chaos emeralds. A mantra was passed down throughout the Echidna tribe that would be revealed to be an incantation to activate the power of the emerald. Tikal recites this mantra when Chaos spirals out of control, to stop him destroying everything in a rage after the Chao are attacked by Pachacamac and his tribe. [1]
The emerald appears to be able to change size as well; The emerald is shown as being large at the start of Hero story and before the Final Hazard of Last Story, but is shown as small in the palm of Knuckles' hand at the start of Last Story. [2]

Sonic 3 & Knuckles
In Sonic 3 & Knuckles, the Master Emerald is seen when collecting the Chaos emeralds.
Sonic Adventure 1
In Sonic Adventure 1, the Master Emerald is shattered and Chaos escapes, causing Angel Island to fall. Upon its repair, Angel Island still falls. Once Chaos obtains all 7 chaos emeralds to become Perfect Chaos, Tikal suggests resealing him back in the Master Emerald.
Sonic Adventure 2
In Sonic Adventure 2, Dr Eggman attempts to steal the Master Emerald while Knuckles and Rouge are fighting over it; it shatters when Knuckles attempts to recover it, sending shards far and wide.
When put back together, the emerald is used during the Last story in an attempt to prevent the Space Colony ARK from colliding with the earth, with Knuckles reciting almost the same mantra that Tikal used to seal Chaos in Sonic Adventure 1; however the collision is perpetuated by the Final Hazard.
It is in this game that we see the emerald appear in various sizes, seen below.
Sonic Chronicles
In Sonic Chronicles, an excerpt says:
The Master Emerald is older than recorded time, a powerful relic created by the gods as a balance against the power of the Chaos Emeralds. The one who controls the Master Emerald can nullify and control the Chaos Emeralds, making the Master Emerald a very valuable gem. Many people have tried to steal the gem throughout history, and each time, they were thwarted.[3]
Relation to chao
The Master Emerald was used to seal Chaos who was a friend to Chao. The Chao would play around the shrine of the emerald under the careful watch of Chaos.
